    • Full Speed Ahead: Spotlight on New England and Coastal Canadian Markets

The opening panel will feature public officials and developers discussing next steps in the New England and coastal Canadian offshore wind markets, including policy developments, infrastructure investment timelines, and supply chain maturation. The Canadian government has identified shallow-waters areas for deployment (along with floating areas) and is working to streamline regulations but has also never tested an offshore wind regulatory project before. In the U.S., the federal government has identified an enormous area for floating development in the Gulf of Maine, large enough to spark sufficient supply chain development ready for the 2030s. What is the public sector outlook for industry? How does the development of one market impact the other?

      Speaker:

      • Thomas Newcomb, Senior Chief Consultant, Offshore Wind Advisory, Ramboll
      • Darius Snieckus, Correspondent, Canada’s National Observer
    • Use Cases: Cooperation and Collaboration in Practice

This panel explores the practical aspects of cooperation and collaboration in offshore wind projects resulting in cohesion in practice. Drawing on lessons from businesses that operate across the U.S.-Canadian border, panelists will share real-world experiences and strategies for overcoming logistical, regulatory, and cultural challenges in managing offshore wind projects that span the U.S.-Canadian border. This includes a discussion on how businesses align with different regulatory environments and workforce strategies.

      Speakers:

      • Dane Pehrman, Director of Strategy & Growth – Power and New Energy, Worley
      • Grant Provost, Business Agent – Local 7 Maine, The International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers
      • Peter Tattersfield, Director of Business Development – Wind Americas, Fugro

    • Connecting Currents: Transmission Opportunities for Regional Collaboration

Atlantic coastal provinces and New England states have long traded power across their borders, but the advent of offshore wind offers new opportunities to build resiliency and efficiency into the power system. The potential cross-border benefits have already been explored by a coalition of private and public sector entities who advocate for linking up the Gulf of Maine to the Nova Scotia coastline. Now, with Gulf of Maine Wind Energy Areas (WEAs) identified and the Canadian market taking steps forward, how should both sides of the border drive that collaboration forward? How will upcoming changes, both regulatory and in the power market, further drive further opportunities?

    • Fireside Chat

      Speakers:

      • Celina Cunningham, Deputy Director, Maine Governor’s Energy Office
      • Habib Dagher, Director of the Advanced Structures and Composites Center, University of Maine
      • Dan Kennedy, Director – Engineering, Diamond Offshore Wind

    • Spotlight on Ports & Vessels

The buildout of the U.S. market has demonstrated the need for regional collaboration in port development and advancement. As the Canadian market comes online and both regions move towards floating offshore wind, port system collaboration that emphasizes sustainability, connectivity, and technological advancement, will be even more important to successfully deliver on both countries’ offshore wind ambitions. The integration of key ports selected by strategic site selection, accessibility to major transport networks, and the ability to effectively manage is key to establishing a regional supply chain. This panel will discuss the goal of enhanced cooperation among ports on both sides of the border, and effective strategies and actions for working together to achieve a port system capable of delivering floating and fixed-bottom offshore wind at scale.

      Speakers:

      • Albert Barbusci, CEO/Principal, Novaporte
      • Chris Waterson, President & CEO, Waterson Terminals
      • Ted Williams, President, Senesco Marine

    • Bridging Borders: Leveraging International Cooperation for Regional Policy Implementation

The closing panel will explore international cooperation as a tool for translating regional policies into tangible outcomes and achieving national and state goals. Both the Canadian national government and U.S. state governments have set aggressive clean energy goals and will look to offshore wind as a critical resource. However, lack of an available supply chain and infrastructure curtail development at the required pace. The panel will focus on how collaboration across borders can enhance policy effectiveness, address complex regional challenges, such as environmental concerns, economic development, lack of adequate infrastructure, and different offtake timelines. Panelists will also explore economic advantages each market offers and how that may translate into greater collaboration.
