      The opening panel will feature public officials and developers discussing next steps in the New England and coastal Canadian offshore wind markets, including policy developments, infrastructure investment timelines, and supply chain maturation. The Canadian government has identified shallow-waters areas for deployment (along with floating areas) and is working to streamline regulations but has also never tested an offshore wind regulatory project before. In the U.S., the federal government has identified an enormous area for floating development in the Gulf of Maine, large enough to spark sufficient supply chain development ready for the 2030s. What is the public sector outlook for industry? How does the development of one market impact the other?

    • Opportunities for Cross-Border Supply Chain Building

      Xodus Group, a global energy consultancy with U.S. operations based in Boston, has carried out substantial offshore wind supply chain studies across New England and the broader U.S. As Canada has recently passed major legislation that will allow Atlantic Canadian provinces to lease seabed for offshore wind development, there is an opportunity to expand the existing trade relationship that exists with New England states. This session will provide an overview of the strengths of New England and Atlantic Canada, and the pathways for collaboration that will result in a sustainable and robust offshore wind supply chain for both nations.

      The buildout of the U.S. market has demonstrated the need for regional collaboration in port development and advancement. As the Canadian market comes online and both regions move towards floating offshore wind, port system collaboration that emphasizes sustainability, connectivity, and technological advancement, will be even more important to successfully deliver on both countries’ offshore wind ambitions. The integration of key ports selected by strategic site selection, accessibility to major transport networks, and the ability to effectively manage is key to establishing a regional supply chain. This panel will discuss the goal of enhanced cooperation among ports on both sides of the border, and effective strategies and actions for working together to achieve a port system capable of delivering floating and fixed-bottom offshore wind at scale.

    • Bridging Borders: Leveraging International Cooperation for Regional Policy Implementation

      The closing panel will explore international cooperation as a tool for translating regional policies into tangible outcomes and achieving national and state goals. Both the Canadian national government and U.S. state governments have set aggressive clean energy goals and will look to offshore wind as a critical resource. However, lack of an available supply chain and infrastructure curtail development at the required pace. The panel will focus on how collaboration across borders can enhance policy effectiveness, address complex regional challenges, such as environmental concerns, economic development, lack of adequate infrastructure, and different offtake timelines. Panelists will also explore economic advantages each market offers and how that may translate into greater collaboration.
