What is the New York Offshore Wind Technical Assistance Program (TAP)? TAP is a free program aimed at helping businesses break into the offshore wind and clean energy supply chain by helping them identify opportunities, strengthen business readiness, and connect with industry resources.
Who is administering the program? The program is administered by Oceantic Network with support from NYSERDA.
What does participation cost? There is no cost to selected participants; the program is supported by NYSERDA and delivered by Oceantic Network. Technical assistance is provided as in-kind support.
Do participants receive grant funding or direct financial assistance? No. The program provides expert consulting and business support services, not direct financial payments.
Who can apply? Any legally registered business in good standing that is headquartered in New York or has a location in New York and offers products or services relevant to offshore wind or has potential to support the industry.
Does my company need prior offshore wind experience? No. Companies new to offshore wind are encouraged to apply if they have capabilities that could transfer to the industry.
Can businesses outside New York apply? Applicants must have a physical presence in New York State or be headquartered there.
Are small businesses eligible? Yes. Companies of all sizes may apply, provided they meet the eligibility requirements.
Are MWBEs, SDVOBs, and other certified businesses encouraged to apply? Yes. Supplier diversity certifications are considered as part of the evaluation process.
What kind of support will selected companies receive? Support may include market analysis, business strategy development, competitive positioning, certification guidance, market entry planning, supply chain strategy, customer targeting, and introductions to industry stakeholders.
How much consulting support is provided? Participants may receive up to 40 hours of expert consulting services, representing approximately $7,500 in value.
What business challenges can the program help address? Examples include: Market size assessment; Offshore wind business strategy; Product-market fit; Competitive positioning; Sales and marketing strategy; Certification planning; Contracting approaches; Technology commercialization; Fundraising and financing readiness.
Will my company receive a customized plan? Yes. Participants complete an assessment process and receive a customized Action Plan tailored to their business needs and offshore wind goals.
How long does support last? Active technical assistance is provided during program delivery, with continued engagement opportunities and support available through Oceantic for up to two years.
How do I apply? Applications are submitted through the online application portal.
Can I save my application and return later? Yes. Applicants can use the “Save & Resume Later” feature to complete the application over multiple sessions.
What information should I prepare before applying? You may need: company information; business description; employee and revenue information; offshore wind experience (if any); certifications; products and services information; priority business needs related to offshore wind growth.
How long does the application take to complete? The application includes seven sections and approximately 27 questions.
Can I apply if I am not currently serving offshore wind customers? Yes. The program supports businesses interested in entering the offshore wind market as well as those already active in the industry.
How are applicants evaluated? Applications are reviewed using a structured assessment that considers: company capabilities; offshore wind readiness; market alignment; growth potential; supply chain relevance; organizational readiness; and commitment to participation.
Does submitting an application guarantee acceptance? No. Eligible applicants are evaluated competitively, and selection depends on available program capacity.
What types of companies are prioritized? Priority may be given to companies with strong alignment to offshore wind supply chain needs, growth potential, workforce impact, and strategic value to New York’s offshore wind ecosystem.
Will companies receive feedback if they are not selected? Yes, you will be notified by email.
What is expected of participating companies? Participants are expected to: designate a primary point of contact; participate actively in program activities; work collaboratively with consultants; provide requested information and feedback; and support implementation of recommended actions.
What happens after a company is selected? Selected companies complete onboarding, participate in a kickoff meeting, validate assessment findings, and work with Oceantic to define the scope of support.
Can a company be removed from the program? Yes. Participants are expected to make a good-faith effort to engage in program activities. Failure to do so may result in removal from the program.
Will my application information remain confidential? Yes. Application information is treated as confidential and shared only with authorized program personnel and program supporters as required for program administration.
